Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
supervision of the Building Safety Supervisor, provides: customer assistance
by verifying permit application submittals for completeness, issuing
routine permits, and answering questions regarding the status of permits
and inspections; and overall paraprofessional staff support for the
Community Services Division. Performs related duties as required.
Essential Duties
1. Reviews residential
building permit submittals to ensure completeness; determines the appropriate
permit fee and the need for inspections; collects permit fees when appropriate
and issues routine permits at the front counter.
2. Discusses the
plan review and inspection process with owners, contractors, and design
professionals; gathers data on specific project or site information
when requested; provides the primary phone contact for information requests
relative to permit status, inspection results, and procedures or processes
regarding building and code enforcement activity.
3. Monitors, tracks,
and adjusts workload as necessary to ensure residential permit applications
meet legislative deadlines.
4. Prepares and
tracks certified mail for code enforcement and building.
5. Gathers data,
and contacts various public and private agencies to obtain information
for specific development projects or special studies.
6. Reviews daily
inspection request line, and routes inspection requests to appropriate
field staff.
7. Maintains records
and data files of program activity, and submits reports as required.
8. Provides routine
support services for both the plan review and field staff.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Knowledge of the
basic practices and procedures that evolved from State regulations for
building safety; knowledge of Building Safety programs, to include permit
issuance and plan review operations; knowledge of customer service principles
and practices; knowledge of conflict resolution methods; knowledge of
the value of accurate data gathering, processing, and reporting; ability
to interpret regulations, codes, and policies, and explain them to customers,
co-workers, other agencies, and the general public; ability to provide
satisfactory customer service in a wide range of situations; ability
to use computers and software sufficiently to perform the duties of
the position; ability to organize and update data, and provide accurate,
timely reports; ability to learn code enforcement and business licensing
requirements and procedures; ability to interact harmoniously with customers,
co-workers, other agencies, elected officials, and the general public.
Experience and
Training
Completion, or the
equivalent, of two years of training/education in Building Codes, plus
related work experience, typically three years in the processing of
permit applications or similar documents, to include: calculating and
collecting fees and charges, interpreting codes and standards, designing
and maintaining accurate records, collecting and computing data, and
providing customer service to a wide range of clientele. Additional
related experience may be substituted for the required training/education,
or any combination of education and experience that provides the required
knowledge, skills, and abilities.
Licenses and
Certifications
A valid State of
Oregon driver's license at the time of appointment.
