Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
direction of the Development Services Director, functions as the Building
Official and manages the enforcement and administration of building
regulatory codes, statutes, and/or ordinances; oversees the leasing
and sales of City properties, and manages the City's business licensing
program. Performs related duties as required.
Essential Duties
1. Manages building
plan review, code enforcement, building inspection, and business licensing
operations; oversees City property leasing and sales programs; may conduct
field inspections and performs plan reviews as necessary.
2. Interprets and
applies specific standards, regulations, codes, and statutes to building
projects; interacts with architects/engineers, builders/developers,
and property owners to review projects and to explain the building permit/inspection
process; resolves problems and provides the necessary direction to ensure
guidelines are met.
3. Completes the
research for legal and technical building issues, coordinates with legal
staff, and reports on findings.
4. Supervises the
issuance of building permits and the collection of related fees; reviews
appeals, and upholds the fee or initiates fee refunds.
5. Develops amendments
to City building, nuisance, and licensing regulations; prepares ordinances
for Council adoption, and assures written information provided to the
public is accurate and helpful.
6. Develops, administers,
and monitors assigned program budgets; prepares or requests supplemental
budgets and budget adjustments as needed; attends Budget Committee meetings.
7. Coordinates the
abatement or demolition of substandard/dangerous buildings; initiates
and files construction/demolition orders and monitors onsite activities;
represents the City in court as required.
8. Participates
in various government, community, and professional organizations; prepares
and presents special reports; attends, and participates in, various
meetings, committees, and boards.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Thorough knowledge
of Oregon structural, electrical, mechanical, and plumbing codes; thorough
knowledge of supervisory techniques, methods, and principles; considerable
knowledge of engineering principles related to building design and the
calculation of loads and stresses; considerable knowledge of construction
methods and practices; considerable knowledge of statutes and regulations
that affect division activities; knowledge of business licensing procedures;
knowledge of construction costs; ability to analyze construction drawings
and specifications; ability to develop, administer, and monitor budgets;
ability to interpret complex guidelines; ability to manage and market
real property and obtain financing; ability to prepare and present accurate,
understandable reports; ability to utilize word processing, spreadsheet,
and database systems sufficiently to perform assigned duties; ability
to travel as required; ability to communicate effectively; ability to
work effectively with other employees, other agencies, elected officials,
division customers, and the general public.
Experience and
Training
Completion, or equivalent,
of job-related four-year college degree program, plus related work experience,
typically five years of increasingly responsible experience in building
service operations to include one year as a supervisor, or any combination
of experience and training that provides the required knowledge, skills,
and abilities.
Licenses and
Certifications
State of Oregon
certification as a Building Official, or the ability to obtain a certificate
within six months of appointment.
State of Oregon
certification as an A-Level Structural Inspector or an A-Level Plans
Examiner, or the ability to obtain a certificate within six months of
appointment.
State of Oregon
driver's license at the time of appointment.
