Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
supervision of the Patrol Community Services Sergeant, or other department
supervisor, provides crime prevention instruction and personal safety
awareness activities in community middle schools. Performs related duties
as required.
Essential Duties
1. Provides ongoing
substance abuse education and avoidance techniques to students in middle
schools throughout the City.
2. Facilitates Crime
Prevention Through Environmental Design (CPTED) based activities, programs,
and procedures.
3. Trains students
in preventive practices that afford personal safety awareness and violence
avoidance, in a formal classroom setting; provides mentoring and classes
in anti-gang education.
4. Mentors and counsels
students, to include regular attendance at school functions; provides
a positive role model for students that is consistent and prominent
in the school environment.
5. Serves as a liaison
between the department, parents, and/or school district staff in all
issues of mutual concern, that fall within the scope of the grant program;
coordinates mediation and problem solving activities within the school
environment.
6. Prepares and
submits monthly reports of individual and unit daily work activity;
completes special reports as required.
7. Operates department
vehicles and equipment, to include police radios and computer systems.
8. Enforces specific
ordinances and laws, and issues citations for infractions; coordinates
with the Patrol Division regarding enforcement issues.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Knowledge of the
role of law enforcement, social services, and school systems in the
community; knowledge of those issues that affect the behavior of adolescent
students, with an emphasis on At-Risk students and their families; knowledge
of the cultural characteristics of diverse populations; knowledge of
interpersonal problem solving techniques; knowledge of research methods,
to include data gathering, organizing, and reporting; ability to learn
police operations sufficiently to perform the duties of the position;
ability to learn to use department equipment, to include radios and
the Law Enforcement Data System; ability to instruct adolescent students
using verbal and visual formats; ability to provide a positive role
model for middle school students; ability to work effectively with a
culturally diverse population; ability to work with a minimum of supervision;
ability to interpret the City Code and State law, as it relates to the
duties of the position; ability to apply problem solving techniques
in daily work locations; ability to facilitate community group/team
meetings; ability to resolve conflict using mediation techniques; ability
to communicate effectively in oral, written, and electronic formats;
ability to interact harmoniously with coworkers, students, school staff
and officials, other agencies, and the public; ability to travel as
required.
Experience and
Training
Completion, or equivalent,
of a job-related two year college program, with coursework in law enforcement,
psychology, or special education, and related experience, typically
one year as an instructor or mentor in a special education or training
program for adolescents. Additional education may be substituted for
a portion of the experience, or any combination of experience and training
that provides the required knowledge, skills, and abilities.
Licenses and
Certifications
Appointees must
have certification on the State of Oregon Law Enforcement Data System
(LEDS) or the ability to obtain a certificate within six months of the
date of hire.
Appointees must
have a valid State of Oregon driver's license at the time of appointment.
CONDITION OF EMPLOYMENT
Police Department
employees hired after June 1986 must refrain from the use of tobacco
products while on duty.
