Summary
GENERAL DUTIES AND
RESPONSIBILITIES
Under general supervision,
performs community development and housing related tasks to include
data gathering, field inspections, program reporting, loan and contract
documentation, dissemination of program information, and administrative
support functions. Performs related duties as required.
Essential Duties
1. Conducts field
inspections for community development projects and housing programs;
collects data in the field and through other resources, in order to
assess neighborhood and community-wide needs.
2. Prepares annual and quarterly reports required by HUD and other federal,
state, and local agencies.
3. Participates in the preparation of loan documents and contract documents
for community development and housing programs; prepares project set-up
and closing documents as required.
4. Provides budget preparation support by collecting fiscal data, maintaining
spreadsheets, and completing basic computations to ascertain budgetary
needs.
5. Collects and documents data, as part of a team effort, in order to
comply with all federal, state, and local regulatory requirements.
6. Disseminates information to interested individuals or groups for
all of the community development and housing programs; prepares meeting
packets, records minutes, and completes other activities associated
with staffing various committees.
QUALIFICATION REQUIREMENTS
Knowledge, Skills,
and Abilities
Knowledge of community
development and housing programs, and the applicable federal, state,
and local regulations; knowledge of the role of grants, and the importance
of recordkeeping in community development programs; ability to gather
data from the field and other sources; ability to prepare various reports,
contracts, loan documents, and other project set-up/close-out documents;
ability to participate with budgetary processes; ability to assist other
staff members in meeting federal, state, and local requirements; ability
to communicate in both oral and written formats; ability to organize
work assignments and meet established deadlines; ability to utilize
computer programs that include spreadsheets, database management, and
word processing; ability to interact harmoniously with clients, contractors,
co-workers, other agencies, and the general public.
Experience and
Training
Two years of college
that include coursework in business or public administration, urban
planning, or contract and grants administration, and one year of paraprofessional
experience in housing programs, loan processing, title searches, or
building contract preparations. Additional related experience may be
substituted for up to one year of the required education, or any combination
of experience and training that provides the required knowledge, skills,
and abilities.
Licenses and
Certifications
A valid Oregon driver's
license is required at the time of appointment.
