Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
direction of the City Manager, manages the City's Community and Economic
Development Program to ensure businesses, community organizations, and
citizens have appropriate government support for the economic development
and growth, promotes awareness and understanding of City services, policies,
projects, and issues through proactive communications with citizens,
City employees, news media, and special interest groups. Performs related
duties as required.
Essential Duties
1. Manages the Economic
and Community Development program that provides businesses, community
organizations, and citizens with information, guidance, support, and
an environment which encourages employment, tourism development, and
community service opportunities to achieve community goals.
2. Supervises various citywide development programs; negotiates contracts,
and authorizes payments; administers funding sources, to include grants,
and room tax and sports center revenues; evaluates progress and provides
program status to funding agencies; and serves as the city's Enterprise
Zone Manager.
3. Participates in the development of inter-governmental relations by
serving on various marketing task forces, committees, and work groups.
4. Develops, administers, and monitors the City Manager's Office budget.
Prepares or requests supplemental budgets and budget adjustments as
needed; attends Budget Committee meetings.
5. Coordinates communications with the news media as the primary City
contact on economic development issues, by preparing news releases and
public service announcements, arranging news conferences, serving as
City spokesperson.
6. Advises elected officials on issues that generate public contact;
edits speeches, statements, and documents that are presented by elected
officials and City Managers.
7. Manages city wide board, committee and commission program.
8. Prepares, and supervises the preparation of grant applications, agreements,
and lobbying materials to achieve program goals; formulates grant strategies;
and facilitates opportunities for businesses to obtain local, State,
and Federal assistance.
9. Oversees special events, projects, and activities; organizes displays,
tours, exhibits, and dedications.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Thorough knowledge
of economic development information, issues, programs, and processes;
thorough knowledge of supervisory techniques, methods, and principles;
considerable know-ledge of funding sources and related regulations;
considerable knowledge of the interaction that occurs between government,
business, and the community; ability to interpret complex local, State,
and Federal laws and guidelines; ability to develop, administer, and
monitor programs, grants, contracts, and budgets.
Thorough knowledge
of principles and practices used in mass communications, marketing,
and public relations; knowledge of the role of local government in the
community; ability to learn the unique characteristics of the community;
ability to prepare, coordinate, and present various reports, publications,
speeches, news releases, and public service announcements; ability to
utilize word processing, desktop publishing, graphics metafiles, presentation,
and internet systems sufficiently to perform assigned duties; ability
to gather, compile, analyze, edit, and interpret data; ability to develop,
administer, and monitor budgets; ability to work effectively with the
news media, other employees, other agencies, elected officials, and
the general public. Ability to prepare and present accurate, understandable
reports. Ability and mobility necessary to perform essential duties
in various locations locally, regionally and nationally as required
Experience and Training
Completion, or equivalent,
of a job-related four-year college degree program, plus related work
experience, typically five years of increasingly responsible experience
in communication and/or Economic Development, including at least one
year as a supervisor, and at least one year of experience in managing/supervising
an activity involving public information and/or public relations, or
any combination of experience and training that provides the required
knowledge, skills, and abilities. A job-related Master's Degree may
be substituted for one year of the non-supervisory experience, or any
combination of experience and training that provides the required knowledge,
skills, and abilities.
