Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
supervision of the Code Enforcement Officer or a Planning Supervisor,
performs field investigations to determine compliance with, or violations
of, the Springfield Development Code, uncovers violations of the Building
Code and City Code, and issues Warning Citations as appropriate; provides
Code information and reviews land use applications. Performs related
duties as required.
Essential Duties
1. Conducts field
inspections of land use activity and nuisance complaints filed with
the Development Services Department.
2. Conducts field
inspections of developments to ensure all conditions of approval have
been satisfied.
3. Provides counter
service for Planning Division customers and answers questions regarding
zoning, planning, development, and land division; reviews land use applications
for compliance and completeness.
4. Prepares and
sends appropriate compliance letters, works with citizens to achieve
voluntary compliance, and performs follow-up inspections; issues Warning
Citations in cases where compliance has not occurred.
5. Keeps accurate
and complete investigative reports on each complaint investigated.
6. Prepares all
background and investigative reports of cases requiring citations for
review by the Code Enforcement Officer.
7. Provides technical
staff support to Department co-workers, and the City Attorney's office
in resolving Development Code, Building Code and City Code violations;
receives subpoenas and testifies in court.
8. Coordinates with
the appropriate state and local regulatory agencies for specific complaints
concerning pollutants, noise violations, or other areas of mutual concern.
9. Participates
in Planning Division efforts to revise Development and City Codes as
they relate to the enforcement area of responsibility; meets with prospective
applicants to discuss/explain the Development Code and refinement plan
requirements.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Considerable knowledge
of the principles and practices of code enforcement, land use planning,
and zoning; knowledge of local and state requirements and regulations
relating to the code enforcement program area; knowledge of customer
service practices and techniques, especially as they relate to adversarial
encounters; knowledge of office procedures, to include recordkeeping,
report writing, and equipment capabilities; ability to learn and enforce
City ordinances and codes; ability to apply specific planning policies
and procedures in determining compliance with City codes; ability to
develop and maintain effective working relationships with citizens,
public officials, other jurisdictions, and co-workers; ability to analyze
code compliance and enforcement situations accu-rately, and adopt an
appropriate course of action; ability to utilize word processing and
database systems sufficiently to perform the duties of the position;
ability to prepare ac-curate and timely written and oral reports; ability
to maintain complete records and logs; ability to interpret City codes
and ordinances for customers and the general public; ability to travel
and complete field work as required.
Experience and
Training
Completion, or equivalent,
of a job-related two year college program, to include coursework in
code enforcement, planning, or building inspection, plus related work
experience, typically two years of experience in land use planning,
building inspection, or community development. Additional related experience
may be substituted for the re-quired education, or any combination of
education and experience which provides the required knowledge, skills,
and abilities.
Licenses and
Certifications
An Oregon driver's
license is required at the time of appointment.
