GENERAL DUTIES AND RESPONSIBILITIES

Under the general supervision of a Public Works manager or supervisor, performs, and may assign and review, engineering work on public works improvement projects and public facilities. Performs related duties as required.

Essential Duties

1. Performs professional engineering work in preparing, coordinating, or reviewing: facility plans, studies, budgets, designs, drawings, specifications, and calculations necessary for planning and construction of sanitary sewers, storm sewers, streets, and other Public Works improvements, and/or to provide other engineering support to the City.

2. Prepares, or coordinates preparation of, documents related to contract administration; monitors Public Works construction projects to assure quality of construction and conformance with contract requirements.

3. Reviews and updates engineering design specifications, and participates in the development and implementation of public works infrastructure requirements and standards relating to streets, traffic control, sanitary sewers, wastewater facilities, stormwater management, erosion control, and other aspects of public and private construction.

4. May develop or calculate Systems Development Charges associated with private development, or develop or calculate other fees and charges related to public works infrastructure development.

5. Prepares correspondence, reports, agenda items, project recommendations or other written materials for presentation to Councils or Commissions.

6. May provide lead direction for work assignments of staff technicians; reviews and evaluates work for quality and timely completion

7. Serves as a liaison with other public and private agencies for the planning and completion of Public Works projects.

8. May represent the Public Works Department on the Development Review Committee to establish requirements regarding public infrastructure or other requirements needed for property development.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Thorough knowledge of the principles and practices of civil engineering, and construction and inspection, as they relate to Public Works improvement planning, studies, standards, and projects; considerable knowledge of the principles and techniques of contract document preparation, and contract administration as they apply to public improvement projects; knowledge of state and federal regulations and related municipal requirements; ability to apply civil engineering principles and techniques; ability to interpret and implement policies, procedures, rules, and requirements; ability to utilize computer hardware and software sufficiently to perform the duties of the position; ability to establish and maintain effective working relationships with City employees, elected officials, representatives of outside agencies, consulting engineers, contractors, private developers, and the public; ability to organize and lead the work of others, and provide project coordination and direction as needed; ability to communicate effectively orally and in writing; ability to travel as required.

Experience and Training

Completion, or equivalent, of a job-related four-year college degree program in Civil Engineering or a related field, and four years of progressively responsible experience in civil engineering, to include experience in the design of Public Works improvements, or any combination of experience, training, and education that provides the required knowledge, skills, and abilities.

Licenses and Certifications

Registration as a Professional Civil Engineer in the State of Oregon, or

Registration as a Professional Civil Engineer in a reciprocal state, and the ability to obtain Oregon registration within twelve (12) months of appointment.

A valid Oregon driver's license at the time of appointment.
