Summary
GENERAL DUTIES AND
RESPONSIBILITIES
Under the general
supervision of a Public Works division manager, assigns, reviews, and
coordinates the work of unit staff engaged in the design, construction
engineering and inspection, contract administration, development review,
infrastructure planning or project monitoring. Performs related duties
as required.
Essential Duties
1. Supervises and
evaluates assigned staff who may be engaged in one or more of the following
activities: design; construction engineering and inspection; contract
administration; bid package preparation; payments justification/rejection/approval;
development review; infrastructure planning; and project monitoring
and coordination.
2. Prepares, or
participates in the preparation of, the unit and/or Department budget;
contributes to the grant proposal process for construction projects,
or the preparation of the Capital Improvements Program.
3. Assures proper
contract scheduling; administers contracts for improvement project design
and construction; reviews and approves contract specifications; manages
consultant services contracts, approves contract payments, and resolves
contract disputes.
4. Represents the
unit, and the City and its policies, in meetings that may include the
City Council and its Commissions, other agencies, or the general public.
5. Completes complex
activity reports and the more difficult analysis of contract/engineering
data.
6. Provides professional
administrative support to Division staff.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Considerable knowledge
of supervisory techniques, principles, and practices as they relate
to government and public works operations; considerable knowledge of
the responsibilities and statutory obligations of municipal engineering;
considerable knowledge of construction codes and inspection procedures,
and methods; considerable knowledge of the principles and practices
of civil engineering; considerable knowledge of the principles and techniques
of contract administration; considerable knowledge of the technical
requirements that are unique to the construction of public facilities
with public funds; knowledge of government budget methods, procedures
and techniques; knowledge of data processing capabilities and applications;
knowledge of decision-making techniques; knowledge of acceptable safety
standards in Public Works construction; ability to utilize supervisory
techniques to direct, review, and appraise the work of assigned staff;
ability to apply local and State laws, regulations, policies, and procedures
as they relate to a municipal public works operation; ability to work
satisfactorily with a team-oriented management style; ability to utilize
computer hardware and software sufficiently to perform the duties of
the position; ability to communicate understandably and convey technical
information to Commissions, Boards, other agencies, and the general
public; ability to establish and maintain harmonious working relationships;
ability to prepare complex reports that are accurate and understandable;
ability to perform, and review, complex engineering work; ability to
travel as required.
Experience and Training
Completion, or equivalent,
of a job-related four-year college degree program in Civil Engineering
or a related field, and five years of progressively responsible engineering
experience, to include at least one year of supervisory experience.
A Master's degree may be substituted for one year of the non-supervisory
experience, or any combination of experience, training and education
that provides the required knowledge, skills and abilities.
Licenses and
Certification
Registration as
a Professional Civil Engineer in the State of Oregon, or
Registration as
a Professional Civil Engineer in a reciprocal state, and the ability
to obtain Oregon registration within twelve (12) months of appointment.
A valid Oregon driver's
license at the time of appointment.
