Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
supervision of the Traffic Engineer or Transportation Manager, performs,
assigns and reviews engineering work on public works improvement projects
and public facilities, participates in local and regional transportation
system planning processes, reviews and comments on proposed land development
plans, and coordinates specialized transportation system studies. Performs
other related duties as required.
This position functions
as a member of a team of three engineers who have similar duties and
responsibilities. The team is responsible for the full scope of the
Essential Duties listed below. Allocation of the Essential Duties will
vary based upon a team member's abilities and interests. A team member
will be responsible for a portion of the Essential Duties and will develop,
over time a working capability with all Essential Duties.
Essential Duties
1. Performs professional
engineering work in preparing, coordinating or reviewing: facility plans,
studies, budgets, designs, drawings, specifications, and calculations
necessary for planning, design and construction of street, intersection,
traffic management, safety, multi-modal and other Public Works improvement
projects, and/or provide other engineering support to the City. Manages
consultant resources that complete the work described above.
2. Performs transportation
system planning activities for the City using manual and computerized
technical analysis, interagency communications, and public involvement,
either personally or through management of consultant teams.
3. Uses computer
systems and a variety of software such as Syncro, SimTraffic, Rodel,
aaSIDRA, and HCS to analyze proposed transportation system improvements
and develop project design recommendations.
4. Analyzes data
from the regional transportation system model and other sources; prepares
technical reports identifying issues, analyzing alternatives and giving
recommendations for transportation system programs and projects.
5. Represents the
Department and the City in ongoing metropolitan area transportation
planning efforts; attends interagency meetings to coordinate project
planning, development and funding activities.
6. Prepares correspondence,
reports, agenda items, project recommendations or other written materials
for presentation to Councils, Commissions, Boards, and citizens groups;
obtains and incorporates public input into planning and project development
processes.
7. Represents the
Transportation Division on the Development Code Review Committee; reviews
proposed land development applications for compliance with city codes
and policies, and prepares recommendations for conditions of approval.
8. Reviews and updates
engineering design specifications, and participates in the development
and implementation of public works infrastructure requirements and standards
relating to streets, traffic control, and other aspects of public and
private construction.
9. May develop or
calculate Systems Development Charges associated with private development,
or develop or calculate other fees and charges related to public works
infrastructure development.
10. May lead and/or
provide direction for work assignments of staff technicians; reviews
and evaluates work for quality and timely completion.
11. Serves as liaison
with other public and private agencies for the planning and completion
of Public Works projects.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Strong working knowledge
of the principles and practices of civil, transportation, and traffic
engineering; knowledge of the procedures and methods of transportation
planning; knowledge of federal and state laws and statutes related to
transportation and traffic engineering; knowledge of applied mathematics
that are essential to the field of engineering; knowledge of traffic
control systems, operations and user interface methods; ability to read,
interpret, and prepare transportation engineering plans, studies, and
reports; ability to coordinate project work that requires input from
various sources; ability to analyze complex technical information; ability
to utilize personal computers and specific engineering software to enter,
retrieve, and analyze data; ability to communicate effectively verbally
and in writing; ability to organize and lead the work of others, and
provide project coordination and direction as needed; ability to establish
and maintain effective working relationships with City employees, consulting
engineers, elected officials, advisory commissions, representatives
of outside agencies, business owners, and the public.
Experience and
Training
Graduation from
college with a degree in Civil, Transportation, or Traffic Engineering,
plus four years of progressively responsible professional experience
in transportation engineering, traffic engineering or transportation
planning. A Masters Degree in a related field may be substituted for
one year of the required experience, or any combination of experience,
training, and education that provides the required knowledge, skills,
and abilities.
Licenses and
Certifications
Registration as
a Professional Civil or Traffic Engineer in the State of Oregon, or
ability to obtain the registration through reciprocity or comity within
twelve (12) months of appointment.
An Oregon driver's license is required at the time of appointment.
