Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under direction
of the Environmental Services Manager, performs, and may assign and
review, engineering work on Public Works improvement projects. Performs
related duties as required.
Essential Duties
1. Performs professional
engineering work in preparing studies, designs, plans, specifications
and calculations necessary for construction of sanitary sewer, storm
sewer, street and other Public Works improvements.
2. Prepares, or
coordinates preparation of, documents related to contract administration;
monitors Public Works construction projects to assure quality of construction
and conformance with contract requirements.
3. Calculates Systems
Development Charges associated with private development.
4. Reviews public
improvement designs and documents prepared by consulting engineers for
compliance with City specifications; participates in the development
and implementation of municipal storm water permitting requirements.
5. May provide lead
direction for work assignments of staff technicians; reviews and evaluates
work for quality and timely completion
6. Serves as a liaison
with other public and private agencies for the planning and completion
of Public Works projects.
7. May represent
the Engineering Division and/or Environmental Services Division on the
Development Review Committee to establish requirements regarding public
infrastructure needed for private development, or private sanitary or
storm water infrastructure that connects to the public system.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Thorough knowledge
of the principles and practices of civil engineering, hydrology, and
hydraulics as they relate to Public Works improvement projects and storm
water management facilities; considerable knowledge of the principles
and techniques of contract document preparation, and contract administration
as they apply to public improvement projects; ability to establish and
maintain effective working relationships with City employees, elected
officials, representatives of outside agencies, consulting engineers,
private developers, and the public; ability to organize and lead the
work of others; ability to apply civil engineering principles and techniques;
ability to communicate effectively orally and in writing.
Experience and
Training
Graduation from
college with a degree in Civil Engineering or related field and coursework
in storm water management, and four years of progressively responsible
experience in civil engineering, to include experience in the design
of Public Works improvements, to include storm and sanitary facilities
planning, or any combination of experience, training, and education
that provides the required knowledge, skills, and abilities.
Licenses and
Certifications
Registration as
a Professional Civil Engineer in the State of Oregon, or the ability
to obtain the registration within twelve (12) months of appointment.
A valid Oregon driver's
license at the time of appointment.
