Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
supervision of the City Engineer, supervises field and office surveying
staff in the: preparation and review of legal descriptions and assessment
rolls for City projects; provision of survey services for design and
construction of public works facilities; acquiring right-of-way; checking
and approving of sub-divisions; and maintaining pertinent maps, records,
and files. Performs related duties as required.
Essential Duties
1. Supervises and
coordinates surveying crews, and office staff; maintains City maps,
records, and files; may conduct field surveys as needed.
2. Reviews and approves
partitions and subdivisions for private sector land surveyors, and assures
compliance with Oregon Revised Statutes.
3. Prepares and
reviews deeds, easements, and agreements for City projects.
4. Acquires rights-of-way
for City projects; contacts and negotiates with affected property owners
as required.
5. Prepares and
reviews assessment rolls for City improvements in order to appropriately
allocate improvement costs to property owners.
6. Identifies properties
which are in arrears on assessments and coordinates property foreclosures,
verifies ownership and legal descriptions, and notifies affected parties;
advertises sale and posts properties as required.
7. Provides survey
information to co-workers, title companies, other surveyors, and the
public.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Thorough knowledge
of surveying principles and practices; considerable knowledge of su-pervisory
techniques, methods, and principles; knowledge of engineering principles;
knowledge of statutory law that pertains to surveys and foreclosure
processes; ability to utilize word processing, spreadsheet, and database
systems sufficiently to perform as-signed duties; ability to travel
to work sites, meetings and reference/document locations; ability to
communicate effectively; ability to work effectively with other employees,
other agencies and surveyors, elected officials, and the general public.
Experience and
Training
Completion, or equivalent,
of a job-related four-year degree program, plus related work experience,
typically four years of increasingly responsible professional surveying
experi-ence to include one year as a supervisor, or crew leader, or
any combination of experi-ence and training that provides the required
knowledge, skills, and abilities.
Licenses and
Certifications
Registration as
a Professional Land Surveyor in the State of Oregon.
A valid Oregon driver's
license at the time of appointment.
