Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
direction of the Public Works Director, manages and supervises all activities,
programs and personnel of the Engineering Division. Performs related
duties as required.
Essential Duties
1. Manages, supervises
and evaluates programs, and staff members who may be engaged in one
or more of the following activities: public improvement project design,
calculations, and inspections; contract review; bid document preparation;
contract payment justification/ rejection; project monitoring and coordination;
change order preparation; public facility planning and recordkeeping;
map verification and updating; traffic engineering and transportation
planning; and the geographic information system.
2. Coordinates the
division's budget and participates in the preparation of the department
budget; contributes to grant proposals for construction projects; prepares
the Capital Improvements Program and the Public Facilities Plan.
3. Assures proper
contract scheduling; administers contracts for improvement project construction;
reviews, approves, and affixes Professional Engineer stamp and seal
to contract drawings; approves contract payments and resolves contract
disputes.
4. Represents the
Engineering Division, the Public Works Department, or the City as assigned;
acts in the absence of the Public Works Director as required.
5. Completes complex
activity reports and the more difficult analysis of contract/engineering
data.
6. Informs the Public
Works Director of significant issues and problems as they occur; proposes
solutions after an analysis of facts, conditions and other relevant
information.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Thorough knowledge
of management and decision making techniques, principles, and practices
as they relate to public works operations; thorough knowledge of the
principles and practices of civil engineering; thorough knowledge of
the responsibilities and statutory obligations of municipal engineering;
considerable knowledge of construction codes and inspection procedures
and methods; considerable knowledge of the principles and techniques
of grant and contract administration; considerable knowledge of organizational
budget methods, procedures, and techniques; considerable knowledge of
the technical requirements that are unique to the construction of public
facilities with public funds; knowledge of assessment policies and practices
for local improvement districts; knowledge of information systems capabilities
and applications; ability to utilize management techniques to plan,
direct, review, and appraise the work of staff members; ability to apply
City, County, and State laws, regulations, policies, and procedures
as they relate to the Public Works operations; ability to apply supervisory
principles to achieve program goals; ability to work satisfactorily
with a team-oriented management style; ability to communicate understandably
and convey technical information to commissions, boards, other agencies,
elected officials and the general public; ability to establish and maintain
harmonious working relationships; ability to prepare complex reports
that are accurate and understandable; ability to utilize computer hardware
and software sufficiently to perform the duties of the position.
Experience and
Training
Completion, or equivalent,
of a job-related four-year college degree program, and six years of
progressively responsible engineering experience, to include one year
as a mid-manager or higher. A Master's Degree may be substituted for
one year of the non-managerial experience, or any combination of experience,
training and education that provides the required knowledge, skills,
and abilities.
Licenses and
Certifications
Registration as
a Professional Civil Engineer in the State of Oregon or ability to obtain
the registration within twelve (12) months of appointment.
A valid Oregon driver's
license at the time of appointment.
