Summary
GENERAL DUTIES AND
RESPONSIBILITIES
Under the general
supervision of the Community Services Manager, supervises the daily operations
of the Building Safety Section of the Community Services Division, to
include permit issuance and plan submittal. Performs related duties as
required.
Essential Duties
1. Provides daily
supervision for the Building Safety staff; resolves conflicts and complaints
arising between staff members and the applicant, contractor, developer,
and/or the general public; answers correspondence and implements citizen
information programs.
2. Develops program guidelines, procedures, and forms; reviews reports,
data, corre-spondence, and staff activity for compliance with guidelines
and procedures; recommends policy changes to the Community Services Manager
and prepares staff performance evaluations; participates in the preparation
and monitoring of the program budget.
3. Represents the Building Safety section of the division in meetings;
consults with other divisions, departments, and agencies in all areas
of overlapping inspection and enforcement; provides information to the
media and state and local agencies.
4. Reviews current and pending codes and ordinances to maintain awareness
of regulatory program innovations, and technological developments that
affect a permit issuance operation; develops and revises unit operating
procedures (SOPs) that address building code administration and the enforcement
process.
5. Trains staff in techniques of preliminary plan review, permit issuance,
office procedure, and customer service; coordinates staff schedules in
order that contractors and developers may meet with program staff to review
permit conditions.
6. Ensures permits are issued in an accurate, timely manner; establishes
and modifies procedures that determine the appropriate permits and fees;
provides counter service that includes plan review for completeness, and
construction drawings for compliance with the Development Code.
7. Reviews, organizes, and compiles information for reports on construction
activity, energy use, revenue, population growth, and other reports as
requested by the Community Services Manager; prepares reports for presentation
to the City Council and the Planning Commission.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Considerable knowledge
of practices, procedures, and regulations relating to building and development
codes; considerable knowledge of Building Safety program operations, to
include permit issuance and plan review; knowledge of supervisory principles,
and program coordination, organizing, and evaluation techniques; knowledge
of conflict resolution methods; knowledge of customer service values,
methods, and techniques; ability to organize and coordinate program activity,
and supervise program staff; ability to interpret regulations, codes,
and policies, and explain them to staff, customers, other employees, officials,
and the general public; ability to participate in the preparation and
monitoring of the program budget; ability to utilize problem solving and
conflict resolution techniques; ability to use computers sufficiently
to perform the duties of the position; ability to organize data and produce
accurate, understandable, and timely reports; ability to communicate effectively
in oral and written formats; ability to interact harmoniously with co-workers,
customers, other agencies, elected officials, and the general public.
Experience and
Training
Completion, or equivalent
of two years of job-related college program, plus related work experience,
typically four years of increasingly responsible experience in a building
safety program that included permit issuance, plan review, code interpretation,
and at least one year as a lead worker or project leader. Additional related
work experience may be substituted for the required education, or any
combination of experience and training that provides the required knowledge,
skills, and abilities.
Licenses and Certifications
State of Oregon driver's
license at the time of appointment
State of Oregon certification
as a Building Official, or the ability to obtain certification within
three (3) months of appointment.
