Summary
GENERAL DUTIES AND
RESPONSIBILITIES
Under the general
supervision of the Community Services Manager and the lead direction of
the Building Safety Coordinator, reviews plans and applications, explains
code requirements, issues permits and determines appropriate fees, provides
information on construction activity, and performs other functions relating
to licensing and code enforcement functions. Performs related duties as
required.
Essential Duties
1. Provides information
to Community Services Division customers regarding State and local building
code requirements, to include the background and purpose of the codes.
2. Reviews information
and determines the appropriate permit and fee, and/or inspection; collects
permit fees when appropriate.
3. Discusses the plan
review process with owners, contractors, and design professionals; reviews
plans with applicants to ensure that all required information is included.
4. Provides assistance
to customers by researching and retrieving information related to current
or previous construction projects.
5. Participates in
Development Review Committee meetings and provides recommendations for
proposed construction projects; contributes to the development and update
of division records that are a source of public information.
6. Interacts with
local agencies, developers, consultants, other members of the community,
and co-workers to obtain, distribute, and process relevant information.
7. May provide staff
support for those division programs that include licensing and code enforcement.
8. Maintains records
of program activity; submits reports as required.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Knowledge of the basic
practices and procedures that evolved from State regulations for building
safety; knowledge of Building Safety programs, to include permit issuance
and plan review operations; knowledge of customer service principles and
practices; knowledge of conflict resolution methods; knowledge of the
value of accurate data gathering, processing, and reporting; ability to
interpret regulations, codes, and policies, and explain them to customers,
co-workers, other agencies, and the general public; ability to provide
satisfactory customer service in a wide range of situations; ability to
use computers and software sufficiently to perform the duties of the position;
ability to organize and update data and provide accurate, timely reports;
ability to learn business licensing requirements and procedures; ability
to interact harmoniously with customers, co-workers, other agencies, elected
officials, and the general public.
Experience and
Training
Completion, or equivalent,
of two years of formal training/education in Building Codes or Construction
Management, plus related work experience, typically four years in construction
supervision or code enforcement. Additional education in architecture,
engineering, or a related field, may be substituted for up to two years
of the required experience, or any combination of experience, training,
and education that provides the required knowledge, skills, or abilities.
Licenses and Certifications
Certification from
the State of Oregon as a One and Two Family Dwelling Code Inspector or
Plans Examiner.
Certification from
the State of Oregon as an A-Level Structural Inspector, or the ability
to obtain the certification within twelve (12) months of appointment.
A valid State of Oregon
driver's license at the time of appointment.
