Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
direction of the Finance Director, manages the preparation of the City's
annual budget process and Long-Range Financial Plan and projections, and
has responsibility for the City's revenue monitoring program, to include:
coding, receipting, and recovery from fees and charges. Performs related
duties as required.
Essential Duties
1. Manages the preparation
of the City's annual budget and Long-Range Financial Plan and projections;
provides staff guidance to the Budget Committee; coordinates participation
in the budget development process with the media, other public agencies,
community groups, and individuals; participates in coordination of the
publication of the budget and preparations for the Budget Team, Management
Team, Budget Committee and City Council, and files the required budget
documents.
2. Manages the City's
revenue monitoring program; oversees the projections for revenues and
recovery of cost through fees and charges.
3. Supervises the
City's purchasing program, to include: the preparation of standard forms
for purchasing solicitation, the routing of documents and contracts through
the approval process, and the coord-ination of problems with risk management
and the City Attorney.
4. Reviews the preparation
of audit schedules relating to investments and accrued interest, and prepares
year-end journal entries as requested.
5. Administers the
City's Budget System to include responsibility for the accuracy and integrity
of the database; provides training for all department system users.
6. Performs and coordinates
complex financial analyses and projects.
7. Develops and maintains
related procedures for compliance with appropriate regulations and policies.
8. Coordinates the
preparation, and presentation to the City Council, of all budget adjustments
completed through Budget and Supplemental Requests Transfers.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Thorough knowledge
of financial planning, budgeting, public administration management, financial
policy development, and analysis principles and practices; considerable
knowledge of supervisory techniques, methods, and principles; considerable
knowledge of related statutes and regulations,with an emphasis on Oregon
Budget Law; considerable knowledge of information systems applications
as they relate to financial operations; knowledge of municipal organizations;
knowledge of Present and Future Valuing as it affects financial decision
making; ability to supervise and evaluate the work of assigned staff;
ability to develop, administer, and monitor budgets; ability to interpret
complex guidelines; ability to initiate and conduct complex financial
analysis; ability to utilize spreadsheet and database systems sufficiently
to perform assigned duties; ability to prepare and present accurate, understandable
reports; ability to communicate effectively; ability to work effectively
with other employees, other agencies, elected officials, and the general
public.
Experience and
Training
Completion, or equivalent,
of a job-related four-year college degree program, plus related work experience,
typically four years of professional experience in public financial programs,
to include supervisory, budgetary, and project coordination experience.
A job-related Master's Degree or CPA may substitute for one year of the
professional experience, or any combination of experience and training
that provides the required knowledge, skills, and abilities.
