Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
supervision of the Deputy Chief, Operations, commands, coordinates,
and directs multiple fire companies on an assigned shift to include
all firefighting, emergency medical services, and other related Fire
and Life Safety Department operations. Performs related duties as required.
SUPERVISION RECEIVED
AND EXERCISED
Receives general
supervision from the Deputy Chief, Operations.
Exercises direct
supervision over Fire Captains, and other employees on an assigned shift.
Essential Duties
1. Directs the company
units of an assigned shift (battalion) as they respond to various emergencies
within the Fire Department scope of operations; directs the restoration
of employees and equipment to ready status after the emergency is mitigated;
may assume command of operations at the emergency scene as needed or
assigned.
2. Schedules, assigns,
and supervises the work of company officers and other shift personnel;
participates in labor negotiations, and adjusts grievances as needed;
participates in the hiring, promotion, discipline, and termination of
employees.
3. Coordinates and
supervises, and instructs multi-company drills or training activities;
participates in major battalion drills and training as necessary, to
develop efficient emergency scene operations; develops and implements
individual and company developmental training plans as needed.
4. Develops personnel
performance evaluation criteria and methods; evaluates the per-formance
of Fire Captains and other battalion personnel; implements personnel
improvement plans as necessary.
5. Prepares and
reviews various monthly, quarterly, and annual activity reports, using
current computer technology; participates in the annual division/department
budget preparation; monitors expenditures, and authorizes purchases
within the scope of the position.
6. Oversees the
care and maintenance of all battalion equipment, apparatus, and stations;
conducts and supervises the inspection of assigned companies.
7. Assists in the departmental planning and coordination as a member
of the Department's management team; participates in other division/department
activities and specialized programs as needed.
8. Attends conferences,
schools, seminars, and various meetings and classes to keep current
on new technology and procedures in fire and life safety science, fire
service resources, and supervisory techniques; maintains an awareness
with new and changing legislation, as it relates to fire operations.
9. Supervises external
systems required to support fire and life safety services to include
fire hydrants, mapping systems, and pre-fire plans and building inspections
of commercial occupancies.
10. May operate
various types of Department equipment as needed; operates various types
of office machines, to include computers and various software programs.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Thorough knowledge of modern principles and practices of fire suppression
and special rescue, hazardous materials control, and use of the Incident
Command System; considerable knowledge of effective training programs
and methods; considerable knowledge of fire station operation and maintenance,
and apparatus, tools and equipment operation and maintenance, and maintenance
of external fire and life safety support systems; considerable knowledge
of fire department administration, to include supervision and labor
relations; considerable knowledge of techniques and methods of emergency
medical services, fire prevention, and the control of hazardous materials;
knowledge of firefighter health, fitness, and safety standards; knowledge
of planning, fiscal management, budget preparation, and staffing functions;
ability to effectively utilize supervisory principles, practices, and
concepts; ability to integrate concepts of fire suppression, and special
rescue with the unique characteristics of the community; ability to
utilize personal computer hardware and software sufficiently to perform
the duties of the position; ability to complete accurate, understandable,
and timely reports; ability to communicate effectively in oral, written,
and computer formats; ability to interact harmoniously with co-workers,
elected officials, other agencies, the media, and the public; ability
to travel as required.
Physical Demands
and Working Conditions
While performing
the duties of this position, the employee is frequently required to
sit, either in an office environment, or in the context of operating
a vehicle. The Battalion Chief is also required to: talk, hear, taste,
smell, stand, walk; use hands and fingers to handle, operate, or operate
objects, tools, or controls; reach with hands and arms; and occasionally
climb and/or balance their body; and stoop, kneel, crouch, crawl. The
employee must frequently lift and/or move objects that weigh approximately
10 pounds, and occasionally lift and/or move objects that weigh approximately
100 pounds. Duties are performed in environments that range from an
office, to vehicles, to outdoor settings in all weather conditions,
and on day and night shifts. The outdoor environments involve emergency,
dangerous, and stressful situations that include: the presence of injured,
irrational, or deceased citizens, air or bloodborne pathogens, smoke,
noxious odors/fumes, chemicals, solvents, high temperatures, uneven
surfaces, and collapsing buildings.
Experience and
Training
Graduation from
a two year college program with an Associate Degree in Fire Science,
Fire Prevention, Public Admini-stration, Health Sciences, or a related
field, and ten years of progressively responsible experience to include
two years as a chief officer, or four years as a company officer. Certification
as a Firefighter III and a minimum two additional years experience as
a company officer or higher rank, may be substituted for the afore-mentioned
education and experience, or any combination of experience, training,
and education that provides the required knowledge, skills, and abilities.
Licenses and
Certifications
Certification as
a Firefighter III; Certification as an Instructor I; Certification as
a NFPA Fire Officer I, or the ability to obtain certification within
one year of appointment; Certification as a Fire Officer II, or the
ability to obtain certification within three years of appointment (depending
on the availability of training, classes, and/or funding).
Oregon Health Division
certification as an Emergency Medical Technician - Basic
State of Oregon
Driver's License at the time of appointment
