                                                        General Statement of Duties

Provides paraprofessional support for business application(s) appropriate to business unit(s); gathers front end requirements and works with the Information Technology department to create reports, tables and define work flow; maintains code and application tables; coordinates department priorities with IT for software upgrades, new functionality and solving software problems; administers the use of technology to effectively support the business unit(s).

 

 

                                                       Distinguishing Characteristics

 

The principal function of an employee in this class is ensuring the smooth operation of automated software systems within the Department(s). The work is performed under the direction of the department Director or other management staff, but leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with business experts within the Department and with technical experts within the Information Technology Department. The principal duties of this class are performed in a general office environment.

 

 

Supervision Received and Exercised:  Receives supervision from the department Director or other assigned management staff.

             

 

     Essential Job Functions: Any one position may not include all of the duties listed nor do the listed examples include all tasks, which may be found in positions of this class. 

 

·               Acts as the system administrator for the department’s business and office software;

·               Coordinates Department priorities with the IT Department for software upgrades, new functionality and resolving software problems;

·               Supports and maintains system and data integrity; e.g., creates new case types, manages and updates utility modules, maintains tables and related functions; develops and documents standard  procedures for system use, identifies and implements new functionality in the system, spot checks and otherwise maintains quality control of the system use;

·               May design, develop and/or generate operational and management reports;

·               Works with end users to design new modules and report specification or make other modifications which assist in the business functions of the end users;

·               Works with the IT Department to implement and test new modifications and enhancements;

·               Responds to end user requests in a timely fashion;

·               Analyzes software issues; coordinates and implements corrections between users and the software;

·               Acts as functional City liaison with software vendor for troubleshooting and resolving software issues and managing the vendor maintenance agreements;

·               May attend annual software conference and/or user groups;

·               Coordinates upgrades and conversion processes with vendor, IT staff and internal users;

·               Organizes and conducts in-house software training classes and provides other training and assistance as needed for individual users of the system;

·               Performs other related duties consistent with the role and function of the classification.

 

 

                                                                    Qualifications

Knowledge of:

·               Sufficient knowledge of operations, polices, practices and regulations of the functional unit to support the business software;

·               Considerable knowledge of computer capabilities and applications as they relate to the duties of the position;

·               Knowledge of a wide variety of commonly used applications including Windows, MS SQL database functions, analytical reporting tools.

 

Ability to:

·               Work with the Information Technology Department and/or the software vendor to resolve software and database issues/problems related to the business software system and related peripherals;

·               Administer appropriate software modules and understand system interfaces;

·               Troubleshoot and identify application software problems;

·               Communicate effectively with users who have a wide variety of computer skills, assess their needs and train as needed;

·               Interpret and apply program information in making decisions or in providing information to others;

·               Maintain effective work relationships with co-workers, vendors, other agencies and the public;

·               Manage workload and communication across division and/or department lines;

·               Establish priorities and coordinate multiple projects;

·               Work independently and in a team setting;

·               Communicate both orally and in writing

·               Train co-workers in an individual or group setting;

·               Use a computer and associated software in order to perform the essential functions of the position;

 

Experience and Training:  Any equivalent combination of education and experience which provides the knowledge, skills and abilities required to perform the job.  A typical way to obtain the knowledge, skills and abilities would be:

 

Training:  Completion, or equivalent of a job-related two year college program in software system administration, information systems, database management or related subject

 

Experience:  Two years experience as a power user with software applications and/or database management experience; one year of specific functional job- related experience may be substituted for one of the years of job- related experience.
