ANIMAL CONTROL OFFICER

GENERAL DUTIES AND RESPONSIBILITIES

Under the general supervision of a Watch Commander, enforces the City's animal control ordinance by performing animal care tasks, removing stray dogs and other animals from the community, and issuing citations as appropriate. Performs related duties as required.

Essential Duties

1. Drives animal control unit and operates a police radio on enforcement patrol of the City's streets, picking up stray dogs and other animals in accordance with department policy; lifts and/or maneuvers dogs that may weigh 60 pounds or more.

2. Investigates citizen complaints that pertain to vicious animals, animals-at-large, dead or injured animals, and other animal nuisances.

3. Apprehends dogs running at large, utilizing special equipment, procedures, and techniques; places dogs in control unit vehicle for transport.

4. Interacts with pet owners, complainants, and the general public; issues citations for City Code violations that may pertain to specific areas of responsibility.

5. Prepares and submits incident reports as required.

6. Transports captured and dead animals to the designated animal shelter; informs the animal shelter personnel if an animal has bitten someone or is suspected of being rabid, and provides owner's name when available.

7. Receives subpoenas and testifies in court in those instances when cited owners desire a court appearance.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Knowledge of techniques, methods, and procedures for the safe and effective handling, control, and transport of animals; knowledge of the role and purpose of law enforcement in a community; knowledge of methods and techniques for conflict resolution; ability to learn the local and state ordinances and regulations, and department policies that pertain to animal control and regulation; ability to learn to utilize police radios, chemical sprays, and other special equipment; ability to tactfully investigate complaints, and confront pet owners who may violate City ordinances; ability to safely and effectively capture and transport animals-at-large; ability to safely lift or maneuver dogs that may weigh 60 pounds or more; ability to complete timely, accurate, and understandable reports; ability to communicate effectively in oral and written formats; ability to interact harmoniously with co-workers, other agencies, complainants and pet owners, and the general public.

Experience and Training

Two years of experience in animal regulation and control, formal animal care, or a related law enforcement field. Formal training in animal regulation, care or law enforcement may be substituted for one year of the required experience, or any combination of experience and training that provides the required knowledge, skills, and abilities.

Licenses and Certifications

A State of Oregon driver's license is required at the time of hire.

Condition of Employment

Persons hired after June, 1986, shall refrain from using tobacco products while on duty.
