Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
supervision of the Accounting and Audit Manager, performs advanced professional
accounting work requiring a high degree of independent professional judgment
in problem solving, researching solutions, and decision making, and utilizing
a proficiency in job-related computer applications. Performs related duties
as required.
Essential Duties
1. Develops and maintains
complex financial records for funds, projects, grants, activities or other
accounting entities.
2. Participates in
the development and implementation of accounting and financial management
systems and procedures to serve new activities, or to implement changes
in the reporting and control requirements for existing activities.
3. Participates in
the development of budget estimates, user rate setting analysis, cost
allocation plans, equipment replacement calculations, and other financial
analyses and studies, by developing appropriate and efficient methods
of data gathering, analysis and presentation.
4. Prepares a variety of standard financial reports, analyzing the results
to identify anomalous conditions; makes necessary corrections of errors
and recommends appropriate solutions for systemic problems.
5. Reviews and monitors accounting practices for compliance with generally
accepted accounting principles, internal control policies, and Oregon
budget law and City policy.
6. Provides technical analyses, information and professional support to
manage-ment and policy bodies on various fiscal, budgetary and financial
issues, procedures or systems; assists auditors and others in their reviews
of the City's financial procedures, records and systems.
7. Utilizes the department's computerized accounting and budgeting systems
to record transactions, extract and manipulate data, and create reports;
may troubleshoot problems within the systems.
8. May train, assign,
and review the work of accounting technicians.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills and Abilities
Knowledge of generally
accepted accounting principles and practices; knowledge of governmental
fund accounting; knowledge of accepted auditing principles and practices;
knowledge of Oregon budget law; knowledge of team management concepts;
knowledge of principles used to design and implement accounting systems
or procedures for new activities; ability to use computer equipment and
software applications proficiently, to include accounting packages, spreadsheets,
databases, word processing tools, and the internet; ability to interpret
and apply federal and state laws and regulations that control the use
of grant revenues or other City financial activities; ability to learn
to interpret and apply the City code ordinances and policies; ability
to plan and organize work, and function as a team member or team leader;
ability to establish and maintain cooperative working relationships; ability
to train and review the work of other staff members; ability to perform
highly complex accounting work in an accurate and timely manner; ability
to communicate effectively in oral, electronic, and written formats; ability
to prepare and deliver presentations to boards, commissions and the City
Council.
Experience and
Training
Completion, or equivalent,
of a job-related four-year college degree program, with a minimum of 30
credit hours in accounting, plus related work experience, typically two
years of professional experience in public or municipal accounting, to
include experience with automated financial systems. Additional professional
experience in public or municipal accounting may be substituted for up
to two years of the required college, or any combination of experience
and education that provides the required knowledge, skills and abilities.
