ACCOUNTING AND AUDIT MANAGER
GENERAL DUTIES AND RESPONSIBILITIES
Under the direction of the Finance Director, performs advanced professional accounting tasks and supervises the work of professional and paraprofessional staff in accounts payable, assessments, grant reporting, financial reporting and audit program areas. Performs related duties as required.
Essential Duties
1. Develops and maintains the more complex fiscal records for grants, programs, or funds, to include budget preparation and financial reporting; participates in the design, modification, and operation of the financial management, accounting, and reporting systems.
2. Plans, organizes, coordinates and directs Accounting section work and personnel, including financial reporting/auditing, accounts payable, and assessments staff; acts in the capacity of Finance Director upon request.
3. Posts revenue and expenditure controls to the General Ledger; reviews and approves journal entries to reflect changes in Subsidiary and General Ledger Balance sheet accounts, and other balance sheets including fiscal year end adjusting/closing journal entries.
4. Participates in special projects, program development, data gathering and analysis, and budget preparation; may prepare and present training material to acquaint department or other City employees on new or modified fiscal activities.
5. Prepares and completes financial and cost analyses as necessary; monitors fiscal operations for compliance with generally accepted accounting principles and the requirements of the Certificate of Achievement for Excellence in Financial Reporting awarded by the Government Finance Officers Association; completes preparation and interacts with auditors who perform periodic reviews of financial records to determine the degree of accuracy, efficiently, and overall compliance in fiscal operations.
6. Prepares and reviews a variety of fiscal reports to policy bodies and City Management, either as a part of regular procedures, such as following the monthly balancing of books, or as a part of a management request; submits recommendations to management and implements approved recommendations regarding accounting policies and procedures.

QUALIFICATION REQUIREMENTS
General, Knowledge, Skills and Abilities
Considerable knowledge of Generally Accepted Accounting Principles and Government Accounting, Auditing and Financial Reporting requirements; considerable knowledge and ability to keep current of laws and regulations governing municipal accounting procedures; considerable knowledge of automated financial systems; considerable knowledge of procedures for annual audit preparation; considerable knowledge of grant reporting requirements; considerable knowledge of inventory and fixed asset accounting; considerable knowledge of financial systems planning, development, and implementation; knowledge of supervision and training techniques; knowledge of the capabilities of electronic spreadsheet programs; ability to learn the operations and policies of the City; ability to learn Oregon budget law; ability to exercise a high degree of independent judgment in problem solving and decision making; ability to develop modifications and improvements in existing accounting procedures and submit the appropriate recommendations; to assign, monitor and evaluate the work of unit employees; ability to utilize personal computers to perform the duties of the position; ability to perform highly complex accounting tasks accurately and efficiently; ability to prepare accurate, concise, understandable and timely reports; ability to interact harmoniously with co-workers, auditors, public officials, other agencies, and the general public.
Experience and Training
Graduation from a four-year college with a minimum of 30 credits in accounting, and four years of professional experience in public or municipal accounting to include one year of supervisory experience. Certification as a CPA may be substituted for half of the non-supervisory experience, or any combination of experience, training and education that provides the required knowledge, skills and abilities.
